Owen Dowling was born and educated in Melbourne. After serving for several years as a Secondary Teacher, he trained for the Anglican ministry at Trinity College Melbourne and was ordained in 1960 and 1961. From 1983 to 1993 he was bishop of Canberra and Goulburn and from 1987 to 1993 Australian Warden of the Order of St. Luke the Physician, an international ministry of healing. He is also a musician and collaborated in the productionof the Australian Hymn Book 1997 and Together in Song 1999. Owen and his wife Gloria live in retirement in Canberra, and participate together in healing ministry under the auspices of the Order of St. Luke the Physician.
